Continuing education on demand: UPEC hosts a delegation of Vietnamese officials

From 26 to 30 September 2016, IPAG, with support from SCEPPE, organised a continuing education course for directors and managers of the Ho Chi Minh City campus of the Ho Chi Minh National Academy of Politics and Public Administration.

Continuing education on demand
The course was designed specifically to meet the needs expressed by the Ho Chi Minh National Academy of Politics and Public Administration. It follows two courses organised by UPEC in 2015 for Vietnamese officials, one on territorial reform, and the other on leadership.
This initiative is in line with two of UPEC’s key development priorities: developing continuing education services to meet the needs of adults and socio-economic partners, and developing continuing education at international level, including in the field of public administration. The initiative illustrates the competence of UPEC, which was designated a pilot institution in the area of continuing education by the French Ministry of National Education, Higher Education and Research during the 2015 Call for Expressions of Interest in this field.

The National Academy of Public Administration, Vietnam
Under the aegis of the Vietnamese Ministry of the Interior, this institution is responsible for training state and/or party officials in the field of “political and theoretical development of the party, state and socio-political organisations.” The school conducts research in this area, as well as on the country’s economic development, and makes recommendations on its socio-economic development.
For the school’s administrators and teachers who were trained at UPEC this year, the goal was to gain a better knowledge of the political and administrative functioning of Vietnam’s partners, and also of more developed countries, with a view to providing support for reform of the Vietnamese State. The subject of the course, “Political parties in France”, thus offered them an opportunity to gain perspective on the question of the relationship between administrative and political functions.

The course programme
The programme included two days of theoretical training on:
- Social and political movements in France,
- Political parties in a representative democracy,
- Development strategy for political parties,
- Management of political parties (at national and local level).
 It also included two days of field trips (to the headquarters of a political party and to deliberative assemblies).

Pedagogical coordination
IPAG’s director, Vincent de Briant, was responsible for coordinating the teaching team.

A mission of IPAG
Involvement in the training of foreign officials is one of IPAG’s missions. As a member of the national conference of IPAGs and CPAGs, the IPAG at UPEC is part of the “public service schools network”.
